Introduction
The Bekaa Water Establishment (BWE) is a public investment institution that enjoys financial and administrative independence and is subject to the supervision of the Ministry of Energy and Water. It is the institution exclusively entrusted with managing the water sector (drinking water, irrigation water, collection and treatment of wastewater), according to Lebanese standards, in the Bekaa and Baalbek-Hermel governorates.
BWE seeks to provide water sources and purify them from pollutants, and ensures that this natural resource is available to all residents and for all domestic, agricultural, industrial and other uses.
BWE works in cooperation with the relevant ministries and institutions to preserve the environment by collecting and treating wastewater according to the latest scientific methods to make it suitable for use.
BWE is for all Bekaa residents who are responsible for preserving water sources and networks, paying allowances and fees, and respecting regulations and laws, which allows the institution to complete its role and duty by adopting a purposeful future vision, a clear message and an integrated work plan, thus becoming a symbol of trust and commitment through the application of the principles of integrated and sustainable management of the water sector.
Vision and mission
To be a successful and pioneering model for every water institution, and to be the trusted reference for the beneficiaries of our services, where these services are of high quality in terms of health, environment and society. We are working to expand the capacity of the investment institution to become a launching center for the most important economic projects that can achieve development and prosperity for the country and welfare for all citizens, and transform it into a modern institution capable of providing all drinking water, irrigation and wastewater treatment services within the scope of its investment and in accordance with the best practices approved globally. This is done through:
- Coordination with all concerned parties to protect the environment surrounding surface and groundwater sources.
- Expanding the scope of drinking water, irrigation and wastewater treatment services to include all residents in the Corporation’s investment areas.
- Planning and working on wastewater management and treatment to protect natural basins in the Bekaa.
- Working to achieve equality in the service provided to all subscribers.
- Organizing campaigns to raise awareness among citizens and officials about the cost of drinking water, irrigation and wastewater treatment services and the importance of paying fees and allowances, in application of the principle of transparency and to obtain their support.
- Meeting the needs of rehabilitation and technical development for workers in the operation and maintenance of water stations, within a safe work environment.
- Establishing new standards with a group of highly qualified experts, and adhering to them to meet the needs of subscribers.


Historical Overview
On May 29, 2000, Law No. 221 was issued with the aim of regulating the water sector in Lebanon after a period of chaos, randomness, and the absence of planning and strategic vision.
This law stipulated the establishment of five public water institutions, including the South Bekaa Water Establishment, headquartered in Zahle, and the North Bekaa Water Establishment, headquartered in Baalbek, in which all water interests, committees, and projects would be merged.
Two months later, Law No. 241 was issued on August 7, 2000, amending Article 3 of Law 221 and establishing a single water establishment in the Bekaa. On July 3, 2002, Decree No. 8122 was issued, Which determined the application of the water sector regulation law
